Just in case anyone reads this, problem was solved. Issue was with Microsoft Office updated from 2016 to 2019, DataPage had issues with update, IT uninstalled 2019 and reinstalled 2016 and now everything is fine.
There is a chance that to resolve this for 2019, you need to start Xcel but right clicking and running as an administrator to write some keys to the registry.
