I feel your pain. Previously, my last company went from O/S win 7 to 10 - and... we had a fubar disk drive. Too many headaches to mention, but maybe this will help?
Make sure you currently have these six files on your new PC:

ZOOM.INI

If not? Expect big-time issues! If you don't have them on your new box, go get them from your old one, and of course, jot down their path. I'm not at work, so my offline stuff wouldn't need these files.
These 'critical' files were for our Optiv 443 Dual Z - circa 2015. Maybe Hex has updated stuff since then, so take with grain of salt!
And until the HexTechs come knocking, backup your sys before any activities.My experience is that Optivs are great, but beware of ghouls from the Black Forest they didn't tell you about!
I guess I'm about out of help 'advice' for the Optiv issues you're experiencing.
MD, you are running old/new Demon version the same, right? Just a new PC is all, right?
My last suggestion would be to uninstall the Demon. If you have local admin rights, via control panel - system restore to prior to your initial fresh PC-DMIS install. Reboot. And try to reinstall ( as Admin) the Demon... making sure those six files I listed are in place before you install.
If those files didn't exist before your latest install, Demon can then install itself, hosing an installation with a zillion registry issues, and won't tell you, until you open. Those (6) files when missing, hosed our Optiv, and I needed about 3 days of on-the-phone with a Hexagon GURU from Rhode Island to get ours back up.
My personal opinion? There are lots of Hex techs they might send you to fix your machine, but regarding an Optiv?, maybe you can count expert Optiv techs on less than one hand.
